Guinea: General Mamadi Doumbouya grants presidential pardon to Moussa Dadis Camara
This Friday, March 28, 2025, the President of the Republic of Guinea, General Mamadi Doumbouya, granted a presidential pardon to Captain Moussa Dadis Camara, former president of the transition in 2009.
This decision, announced by the Minister Secretary General of the Presidency, is motivated by health reasons cited by the former head of the transition. The decree specifies that this measure was taken on the proposal of the Minister of Justice and Human Rights, who is also responsible for ensuring its implementation.

Moussa Dadis Camara was sentenced on July 31, 2024, to 20 years in prison for crimes against humanity in connection with the September 28, 2009, massacre at the Conakry stadium. During these tragic events, at least 156 people were killed and hundreds injured during the repression of an opposition rally. In addition, hundreds of women were raped or subjected to sexual mutilation.
The presidential pardon granted to Moussa Dadis Camara has sparked mixed reactions in Guinea. His supporters hail the measure as just reparation, believing that the former junta leader was the victim of judicial harassment. However, others denounce it as a politicized approach, seeing it as an electioneering ploy aimed at garnering support from the people of Dadis Camara’s native region. Observers also point out that this pardon comes as the accused had appealed his conviction, raising questions about the legality of the move.
